GIRL SHINE

The International Rescue Committee (IRC) is delighted to present Girl Shine– a program model and resource package that seeks to support, protect, and empower adolescent girls in humanitarian settings. Girl Shine has been designed to help contribute to the improved prevention of and response to violence against adolescent girls in humanitarian settings, by providing them with skills and knowledge to identify types of GBV and seek support services if they experience or are at risk of GBV. Additionally, Girl Shine aims to build the social assets of girls to ensure they have someone they can turn to if they experience or are threatened by GBV. Girl Shine supports adolescent girls as they navigate a safe and healthy transition into adulthood, protected from GBV, supported by their caregivers and peers and able to claim their full rights. Girl Shine also provides adolescent girls with life skills that strengthen their social and emotional learning skills and provides them with information related to adolescent sexual and reproductive health, critical to making healthy decisions.

The Girl Shine program model and resource package can be used in multiple humanitarian settings, including conflict and natural disasters, as well as within the various phases of emergency response.   It is based on the experience and knowledge gathered through years of IRC’s Women’s Protection and Empowerment  efforts to reach adolescent girls in humanitarian settings. It has been adapted to reflect the latest research findings on the experiences of adolescent girls in humanitarian settings,  and the nature of GBV against adolescent girls. Girl Shine represents the culmination of IRC’s learning, shaped by research findings, our technical expertise in working with adolescent girls and feedback from adolescent girls we work with and their caregivers.

From 2018–2021, the International Rescue Committee (IRC), with support from the U.S. Bureau of Population, Refugee and Migration Services (PRM), had the opportunity to address the issue of early marriage through its Gender-Based Violence (GBV) Girl Shine program for adolescent girls in humanitarian settings. The Early Marriage in Crisis (EMiC) intervention was developed based on a global consultation with colleagues on the current gaps and strengths of Girl Shine as well as formative studies conducted in Lebanon and Uganda with country teams. Once tools were drafted, these were field tested in Uganda and further adapted and refined based on ongoing feedback from staff, girls, and female and male caregivers. These new components were added to the Girl Shine program model and resource package, which now not only covers all forms of GBV, but comprehensively addresses delaying marriage for unmarried girls, and responding to the unique needs of married girls. The Girl Shine resource package now includes Part 2A: Girl Shine Early Marriage Curriculum for Adolescent Girls as well as Part 3A: Girl Shine Early Marriage Curriculum for Caregivers.

Girl Shine: Practitioner Guidance. Designing Girl-Driven Gender Based Violence Programming in Humanitarian Settings  

This guide provides a detailed overview of how to design effective adolescent girl programming in a variety of humanitarian settings. Practitioners will find practical tools and guidance designed to be flexible and adaptable to various contexts that will help them design, strengthen and deliver the Girl Shine program.

Girl Shine Life Skills Curriculum

This is the core curriculum for working with adolescent girls (10-19) that focuses on six topic areas (Trust, Social and Emotional Skills, Health and Hygiene, Safety, Solidarity & Visioning) and up to 52 sessions for life skill group meetings with some sessions tailored to younger or older adolescent girls.  The organization of this content is designed to be flexible and allow for adaptation to the particular context, time available, the stages of an emergency, and most importantly the input and requests of girls themselves.

Girl Shine Early Marriage Curriculum for Adolescent Girls

The Early Marriage Curriculum is comprising of content for 16 sessions for girls who are already married (divorced, widowed, or young mothers) and separate content for girls at risk of marriage. This curriculum also incorporates other forms of gender-based violence (GBV), but it goes much deeper into the subject of early marriage than the Girl Shine Life Skills Curriculum does. In terms of delaying marriage, the content of the curriculum aims to: (1) unpack the drivers of early marriage; (2) raise awareness of the risks of early marriage; (3) support girls to find alternatives to marriage; (4) support girls to strengthen relationships with each other; and (5) build social support and solidarity amongst girls. In terms of responding to the needs of married girls, the content of the curriculum aims to support young mothers, married, divorced, and widowed girls to understand and claim their rights. This is accomplished by (1) providing them with information about their bodies; (2) providing them with information on how to influence decisions; and (3) encouraging girls to strengthen their relationships with each other and build social support and solidarity amongst girls. Additional sessions can be added from the core Girl Shine curriculum if required and appropriate.

Girl Shine Caregiver Curriculum

The dedicated Girl Shine Caregiver Curriculum has been designed to be implemented with both female and male caregivers of unmarried adolescent girls. It provides complementary support to the Girl Shine Life Skills Curriculum and is a critical component of the overall Girl Shine program. The Girl Shine Caregiver Curriculum is not a parenting curriculum, in the sense that it does not aim to equip parents

and caregivers with positive parenting skills. It has instead been designed to address broader issues around gender equality, especially in relation to the experience of adolescent girls and the root causes of the violence against them.

Girl Shine Early Marriage Curriculum for Caregivers

The dedicated Girl Shine Early Marriage Curriculum for Caregivers has been designed to be implemented with both female and male caregivers of married adolescent girls and adolescent girls at risk of marriage. The curriculum is comprising of content for 16 sessions for caregivers, including mothers-in-law. It provides complementary support to the Girl Shine Early Marriage Curriculum for Adolescent Girls and goes much deeper into the subject of early marriage than the Caregiver Curriculum does. The content of the curriculum aims to: (1) unpack the drivers of early marriage; (2) raise awareness of the risks of early marriage; (3) support caregivers to find alternatives to marriage; (4) explore how caregivers can support girls at risk of marriage, young mothers, married divorced and widowed girls claim their rights (5) support caregivers to strengthen relationships with each other; and (6) build social support for adolescent girls.

Girl Shine Training Manual

The Girl Shine Training Manual has been designed to provide mentors/facilitators with an environment that models the Girl Shine approach for working with adolescent girls. A number of activities and tools that are found here in the training manual are used in the Girl Shine Life Skills and Girl Shine Caregiver Curricula, giving participants the opportunity to experience the tools and activities first hand. Some modules have been developed for service providers working with adolescent girls. While these have been primarily developed for GBV service providers, some modules may be relevant to other service providers supporting girls.
